That was given to Homer Simpson by God as an answer to prayer in the episode in which all of Homer's prayers are answered. A semi hauling pigs and one hauling "liquid chocolate" collide in a huge fire ball plastering Homer's windshield with the above linked candy bars as a horrendous response to Homer's prayer: "Dear God, please give me a delicious new snack. Amen."
